ORA-12519 TNS no appropriate service handler found

Oracle Version: 11.2.0.2, Patchset 10
Platform: Windows Server 2003 R2

The Problem

We were receiving the following error message when a developer was attempting to run a query across a DB link on a DEV environment. The DB server had just been restarted the night before. I checked and I could not connect using SQLPlus.

ORA-12519: TNS:no appropriate service handler found

The Cause

The listener was not up and running. This was an 11g listener and so the error message is slightly different to the one which you would get from 10g listener.

The Solution

Start the appropriate listener. If you are on Windows, you can set the listener to startup automatically when the server is restarted by setting the service to automatic instead of manual.
